Michigan towns and cities struggle to spend COVID-19 funding, survey finds

The 2021 American Rescue Plan Act provides $4.4 billion to help local governments. The Michigan Public Policy Survey of nearly 2,000 local governments in the last two years has asked leaders about their experiences with the federal outlay. Most local leaders reported they have struggled with inflation and other cost challenges.
