Christopher Hayter

Christopher Hayter is Program Director for the Economic Development Program at the National Governors Association (NGA) where he directs policy and legislative analysis, as well as research, information sharing and technical assistance services to states related to economic development, technology and higher education policy and programs. Mr. Hayter also served as staff lead for Governor Janet Napolitano's Innovation America initiative from 2006-2007.

At the NGA Mr. Hayter oversees projects on best practices in state-university-industry partnerships, the role of the arts in state economic development, the policy academy on cluster-based development in state and regional economies, and several other projects in development.

Before joining the NGA, Mr. Hayter held numerous appointments in the area of economic development, including: Research Director at the National Council for Advanced Manufacturing; Chief-of-Staff for the Council on Competitiveness; and Program Associate with the National Academies Board on Science, Technology, and Economic Policy.
